How to start a car workshop in India: the paperwork, in order

Not the motivational version. The registrations a workshop actually needs, roughly in the order you will meet them, and which ones can wait.

Start with the entity, not the signboard

Most workshops in India start as a sole proprietorship, because it is the cheapest to open and the simplest to run: your PAN is the business PAN, your bank account becomes the current account, and there is no separate return to file. A partnership or an LLP makes sense when there are two owners who need the split written down, and a private limited company when you expect to raise money or sign leases in the company's name. Decide this first, because every registration below is issued to the entity, and changing the entity later means doing them again.

The registrations, roughly in order

  • Udyam (MSME)Free, online, ten minutes with your Aadhaar and PAN. Not mandatory, but it is what banks, suppliers and some state schemes ask for first, and it is the easiest piece of paper you will ever get.
  • Shops and EstablishmentsA state registration for any premises where people are employed. Required in most states within thirty days of opening; the fee and the portal depend on the state. Landlords and banks ask for it.
  • Trade licenceFrom the municipal corporation, for running a commercial activity at the address. Some cities fold it into the Shops registration; many do not. Renewed yearly.
  • GSTMandatory above the turnover threshold — twenty lakh rupees for services in most states, lower in the special-category states — and mandatory from day one if you sell parts across state lines. Most workshops register voluntarily earlier: fleet and company customers need a GST invoice, and registration lets you claim input credit on the parts you buy.
  • Pollution consentAutomobile servicing and repair sits in the State Pollution Control Board's orange category in most states, which means a Consent to Establish before you open and a Consent to Operate after. Washing bays, waste oil and paint booths are what the inspector looks at. This is the one owners most often discover late.
  • Fire NOCNeeded where the state or the building requires it, and in practice whenever there is a paint booth, a spray area or stored thinners. Ask before you build the booth, not after.

What waits until you have staff

Provident Fund registration becomes compulsory at twenty employees and ESI at ten in most states, subject to the wage ceilings in force, and professional tax is a state matter that your CA will register as soon as you run a payroll. None of these need doing on day one with two technicians and a helper. All of them need doing the month you cross the line, so keep an honest headcount from the start — attendance and salaries on record, not in your head.

The paperwork nobody issues you

Two documents will matter more to your business than any certificate above, and no office gives them to you. The first is the job card: the record of what came in, in what condition, what was agreed, what was done and what was paid. The second is the vehicle history: the same car's job cards over the years. Owners who start these on day one — even on paper — have a business that can be handed to a manager, sold, or scaled. Owners who start them at car three hundred spend a month retyping.

Thresholds, categories and fees change and vary by state, so treat the numbers here as of the time of writing and confirm them with your CA and the local office. The order, though, does not change much: entity, premises, tax, environment, then people.
